Every 5 years the census of businesses is conducted. This year they are including child care as a business. If you receive a survey, please take the time to complete and return it. It is important that all realize that child care is essential to this nation's economy and your responses can help that happen! In November and December, more than 4 million American businesses, including 270,000 businesses in New York, will receive 2012 Economic Census forms. Responses to the questionnaire are required by law (Title 13, U.S. Code), to be returned by February 12, 2013.

Every 5 years, the Economic Census develops a comprehensive portrait of American business, from the national to the local level. Timely and accurate data are vital to effective public policy and important to your association and your members.

Here is some additional Q/A sent to me by Sue Kowaleski - Southern Adirondack CCR&R:

1.  Can you tell me who in the child care field gets a questionnaire?

All employer establishments, but some may be sampled depending on its size, so not all necessarily.
2.  And how the census bureau knows to whom they should be sent?

Through the Business Register (BR) which has IRS and Social Security information.

3.  Is there any way to sign up to be sure one gets a questionnaire?

No, it's done automatically with the BR information.

4.  If someone in business does not receive a questionnaire by Jan 1, 2013, can they request one?

No, only if the Census Bureau has them scheduled to receive a form, if they never get one, then they will not be included nor expected to fill out the form.

5.  Or download one?

For viewing purposes only, but not to respond, for that they must be re-mailed.

6.  How does it work?

The Census Bureau has set companies who get mailed; it's not up to my branch to make the decision.   All companies who have multiple locations (what we refer to as Multi-Unit enterprises) are mailed forms.  A sample is taken of the Single-Unit enterprises with employees based on computations derived by mathematical statisticians (it is not a random selection of businesses).  A lot of care is taken to ensure the sample is representative of all Single-Unit employers in that industry, in the US.  One respondent in the sample may count as several in the census (i.e. if that response has a sample weight of 4, then it counts as if 4 establishments had returned that data.)  That makes it even more important for any small business that receives a form to return it, since they are representing more than themselves.
