Hi Tanya-
Yes, we combine as soon as numbers allow, keeping in mind the regulations state that we must have ratios to the age of the youngest in the group. So if at 5pm or 4:45 if someone only has a couple of children we combine- it helps with last minute clean up too. In the morning, we know the bulk of the children don't arrive til a certain time, so we schedule and adjust accordingly. After the first bus leaves we start having staff leave.
