[Tricountydirectorsgroup] new fee for SCR clearances effective immediately

As you may or may not know, the Governor's proposed increase (from zero to $60) for SCR clearances of all prospective child care providers and those seeking employment at a center did not pass, but a was lower fee of $25 did pass. Attached is a memorandum about the new fee being charged for SCR clearance. Here are some common questions and answers that I would like to share with you: 

Under most circumstances, when a law goes into effect, there is an implementation period, often 60 days in order to handle all the administrative pieces of the new law. That was not the case for the SCR Clearances. The change in law took effect April 1st and is to be implemented by OCFS by April 8th. 

For this reason, the information provided is part of an Interim Plan. 

Will all Family Day Care Homes, Group Family Day Care Homes and Child Care Centers be receiving official notice of the SCR clearance fees? 
.	Yes, OCFS will be going through the process of sending all providers this information. The Provider letter will be finalized in the next day or two and sent to OGS (Office of General Services) to send out to the thousands of addresses. 
.	OCFS is also working to ensure that the information is also translated into Spanish. 
.	Since bulk mail may take 2 - 3 weeks, we CCR&Rs are attempting to let providers know that they will be receiving this information on the SCR Clearances. If you will, please help us spread the news

Have other alerts have also gone out? 
Yes, below is a list of other alerts
o	This week, there will be a Bulletin Alert on CCFS. 
o	Time and attendance (CCTA) will have a Bulletin Alert for those 30+ districts using this. 
o	It will be on the OCFS website. 

Who will collect the fees?
.	As you will see in the memo attached, fees are being collected through multiple venues at this time - the registrar agencies, including those at CCR&R agencies, OCFS regional offices and online. All registrars/licensors will be participating in this process. 
.	Since one of the required fields registrars and licensors must enter is a required ID #, it is recommended that this number be put on the check/money order for tracking purposes.
