Lorraine,

First, thank you for soliciting feedback on this situation and working to lobby decision makers on the severe impact of these funding cuts. The stories of the families affected by these cuts and the devastation to their lives will be forthcoming.

As for licensed day care centers, we are all in for difficult times if we are fortunate enough to survive. If our two centers lose 30% of current subsidized clients (the same percentage of county cases slated to be terminated on December 31st as noted above), I am not sure that both of them will be able to weather the ensuing financial hardship. I would expect to see numerous closings of centers statewide. With less than thirty (30) days notice, there is simply not enough time to implement alternative stategies to generate new business and reduce costs. Obviously, the first order of business will be to reduce the workforce.

Decision makers should seriously consider the rammifications on the fully licensed day care centers which comprise the operating facility infastructure which provides care to ALL the children of New York State. These centers have each made significant investments in their communities. Their investments encompass financial committments to acquiring and improving real estate, developing a professional staff, and meeting the requirements of OCFS to provide quality child services to their respective communities. 

If the cuts are not rescinded, I would suggest that state officials take the following action ensure the survival of fully licensed day care centers: Require that these centers be the first providers of care to all subsidized clients. Only after all local centers are at full operating capacity should clients be directed to the second tier of care providres. This will preserve the infrastructure of child care centers in the state which are critical to the stability of our social structure.
