Hard to believe, certainly everyone has experienced upward pressure on the cost of: utilities, insurance, and labor costs. Perhaps the way the survey is conducted results in less than accurate numbers. For example, if I were asked what our current rates were for this purpose, I would have to say that our current rates do not reflect the true cost of doing business at this time. The reason and problem is directly linked to the program being evaluated and the clients that it subsidizes. Quite simply, our rates are essentially the mandated rates that the county reimburses at, NOT rates that are reflective of our actual operating costs. We have curtailed or eliminated enrichment activities from our originally envisioned programs simply because of inadaquate revenue. As we enter our 8th year of service to the community this month, county subsidized clients comprise the majority of those we serve. Those individuals do not have the financial ability to pay any differential between market rate and the subsidized rate. This includes additional costs for the aforementioned enrichment activities such as field trips, music and art programs. The other factor in our local market is the number of non-profit agencies whom are both subsidized from various sources which cover costs not covered by client revenue, and are exempt from many taxes. I have been in contact with a center which may be closing as a result of "losing" their space, which they have operated from for 17 years at virtually no cost. I was told that the heating bill alone for the facility is $5,000 per month, payed by the church along with many other costs for the facility. Great for the community, but their tuition rates are certainly not going to provide accurate market rate information for a survey. If accounted for, their costs would escalate by at least 20-25%, all which would have to be reflected in increased tuition.

Anyone seriously evaluating the results would have to question how programs that must conform to strict regulations, maintain property and furniture and fixtures in good condition, have roughly 50% of revenues going to personnel costs must ask the question how is this possible with zero increase in cost over a four-year period. And, at a time when we all know energy related costs are impacting virtually everything we purchase. 

Well, that's my view. I'd would certainly appreciate this information being presented to those "driving" this program. I would certainly be happy accompany you to a meeting and present my view if you believe that could have a positive impact.
